Just as cowlicks can happen with the hair on your head, they can happen to your brows. Most of the time- whether we know it or not, we have two slightly asymmetrical brows. The goal with my shaping is always to bring a client's brows into balance. In the past, when this client has gone other places, her 'tail' or end part of her brow has almost been completely removed.
